About PAAG

A Platform for African Aviation's Institutional Future

The Pan-African Aviation Group (PAAG) is a PASP-originated initiative under institutional formation — being developed as a commercially driven, professionally governed platform capable of investing in, partnering with and building aviation businesses across Africa.

Vision

A world-class Pan-African aviation industry that connects people and markets, strengthens national and regional aviation capacity, mobilizes long-term capital, develops African talent and enables trade, tourism, investment and economic integration.

Mission

To build and coordinate commercially sustainable aviation businesses, partnerships and infrastructure through disciplined investment, professional management, shared capabilities, institutional capital and measurable performance.

What PAAG Is
  • A multi-brand, multi-hub aviation investment and operating-platform concept.
  • A platform for airline cooperation, joint ventures and selective investment where independently justified.
  • A shared-services ecosystem spanning fleet, MRO, cargo, training, digital, ground and selected infrastructure.
  • A national aviation-development partner for governments where there is demonstrated need and a viable business case.
  • A framework for matching different forms of capital to different aviation risk pools through HoldCo, subsidiaries and project SPVs.
What PAAG Is Not
  • Not a compulsory merger of African airlines into one carrier.
  • Not a replacement for governments, civil aviation authorities, safety regulators or airline boards.
  • Not a promise to create a national airline or major airport in every country.
  • Not a predetermined acquisition list, guaranteed financing program or promise of investment returns.
  • Not a politically managed airline structure.
PASP — Originator & Founding Sponsor

Preserving the Founding Purpose

PASP originated the PAAG concept and serves during formation as Founding Sponsor and Institutional Secretariat. Its role is to preserve the originating thesis, convene relevant institutions, coordinate authorized formation workstreams and maintain continuity as PAAG moves from concept to institution.

PASP does not seek to predetermine PAAG's final ownership structure or permanently control ordinary commercial operations. PASP expects to retain a meaningful minority Founding Sponsor interest, with the final percentage determined through documented contributions, valuation where appropriate, capitalization requirements, legal structuring and negotiation with founding investors.

Governance Principle

PASP protects the founding purpose. The PAAG Board governs the institution. Professional management executes the strategy. Investors receive rights appropriate to their capital. Independent governance protects all stakeholders.
