PAAG Launches Global Independent Thesis Challenge Process
PAAG announces a structured expert-review mechanism inviting distinguished global airline, aviation, infrastructure and investment professionals to challenge the thesis, test the assumptions, and strengthen the institution — before major investment and implementation decisions are advanced.
Challenge the Thesis. Test the Assumptions. Strengthen the Institution.
September 2026
The Pan-African Aviation Group (PAAG) announces the launch of its Global Independent Thesis Challenge Process — a structured expert-review mechanism designed to subject PAAG's principal strategic theses to rigorous external challenge before major institutional, investment and implementation decisions are advanced.
PAAG is not asking experts to validate a predetermined conclusion. It is inviting qualified professionals to identify weaknesses, test assumptions, challenge projections, examine bankability and economic defensibility, expose regulatory and execution barriers, identify missing evidence, and state clearly where a thesis should proceed, be modified, require further validation, or not proceed.
A Deliberately Independent Review Architecture
Under the definitive PAAG Thesis Challenge framework, each thesis will be examined by three separate panels, with each panel normally comprising 5–7 qualified experts.
Panelists will be selected and allocated through a documented AI-assisted randomized process, subject to expertise matching, independence screening, conflict-of-interest controls and administrative verification.
The process will follow four principal stages:
1. ORIENT — The first virtual meeting will introduce panelists and review the Panel Charter, thesis, evaluation methodology, conflict requirements, evidence standards, scorecard and operating procedures.
2. EVALUATE — Experts will then receive approximately one week to independently evaluate the assigned thesis and complete their individual objective scorecards before collective deliberation.
3. DELIBERATE — The Panel Chair will arrange a second virtual meeting for the 5–7 experts to compare findings, examine material differences and discuss the strengths, weaknesses, risks and unresolved questions identified during their independent evaluations.
4. DOCUMENT — Each panel will produce an aggregate panel scorecard and conclusion statement. Individually signed expert scorecards, the collective panel scorecard, material dissent and supporting documentation will be submitted to PAAG for consolidation and preservation as part of the formal evaluation record.
What Will Be Tested
The PAAG Thesis Challenge Process is designed to go substantially beyond general expert opinion.
Each thesis will be evaluated against defined criteria including:
Thesis purpose · underlying assumptions · market need · projections · bankability · economic advantage · economic defensibility · operational feasibility · regulatory and legal feasibility · capital requirements · capital efficiency · scalability · integration value · governance · execution capability · downside resilience · evidence quality · data gaps · material risks · conditions precedent · and thesis-specific critical variables.
Individual expert scoring will be preserved as part of the auditable record. Panel deliberations will not erase or replace an expert's original score.
Where experts materially disagree, those differences will be documented rather than artificially converted into consensus.
The results of the three independent panels will subsequently be consolidated into an overall scorecard for each thesis. Thesis-level results will ultimately contribute to a Compiled PAAG Thesis Portfolio Scorecard, providing PAAG and prospective institutional stakeholders with a structured picture of the strengths, weaknesses and validation requirements of the overall PAAG proposition.
Initial PAAG Theses Under Challenge
The initial challenge process will examine major components of the proposed PAAG aviation ecosystem, including:
- Multi-Brand Airline Portfolio & Network Integration
- FleetCo / Aircraft Financing & Leasing
- MRO Platform
- Cargo & Logistics Platform
- PAAG Connect / Digital Integration
- Aviation Academy & Human Capital
- Airports & Aviation Infrastructure
- National Aviation Development
- Shared Procurement & Services
- HoldCo / SPV Capital Architecture
- Sustainability Infrastructure
- Capital Mobilization & Development Finance
Each thesis will be presented as a defined proposition with its purpose, assumptions, projections, proposed economic logic, expected advantages, potential weaknesses, known risks and relevant supporting information available at the time of evaluation.
Who PAAG Is Inviting
PAAG welcomes expressions of interest from distinguished professionals globally, including current and former:
Airline CEOs and senior executives; airline strategy, network, revenue-management and operations specialists; airport executives; aviation-infrastructure leaders; aircraft finance and leasing professionals; MRO, engineering and safety specialists; cargo and logistics executives; aviation financiers; investment bankers; private-equity and infrastructure investors; development-finance professionals; regulators; aviation lawyers; technology and digital-platform leaders; economists; governance specialists; sustainability professionals; and other experts with directly relevant aviation, investment or institutional experience.
PAAG is deliberately seeking diversity of professional experience, geography and perspective.
Most importantly, PAAG is seeking independent thinking — not agreement.
Voluntary Participation and Independence
Participation in the PAAG Independent Thesis Challenge Panel is voluntary and advisory.
Experts participate in their personal professional capacity unless their employer or institution separately authorizes them to represent that organization.
Participation does not create employment, directorship, agency, fiduciary authority, investment rights, transaction authority or authority to bind PAAG, PASP or any future PAAG entity.
Experts will be expected to disclose material conflicts of interest, evaluate only within their areas of competence, distinguish evidence from assumptions and projections, document the basis for material conclusions, and protect confidential information where applicable.
This Is Not a Fundraising Solicitation
The PAAG Independent Thesis Challenge Process is an evaluation and institutional-learning exercise — not a capital solicitation.
Panelists will not be asked, by virtue of their participation, to invest in PAAG, raise capital, solicit investors, approve securities or use their professional standing to imply financial or institutional support.
Any future investment activity would be undertaken separately and subject to the appropriate legal, regulatory, governance, due-diligence and institutional processes.
Participation Does Not Constitute Endorsement
Participation in a PAAG Thesis Challenge Panel does not constitute endorsement of PAAG, PASP, any PAAG thesis, any investment proposition, any projected financial outcome or any future transaction.
Attendance at meetings, completion of a scorecard, continued participation, professional comments, silence on a particular issue or inclusion in a panel must not be represented as institutional approval or endorsement.
The purpose of the process is precisely to permit experts to challenge, criticize, question and, where justified by the evidence, reject elements of the PAAG thesis.
Expected Outcome
The process is designed to establish a transparent and verifiable evaluation chain:
Frozen PAAG Thesis Package
→ Independent Expert Evaluations & Signed Scorecards
→ Panel Aggregate Scorecard
→ Panel Conclusion Statement & Documented Dissent
→ Three-Panel Consolidated Thesis Scorecard
→ Compiled PAAG Thesis Portfolio Scorecard
→ Prioritized Phase 0 Validation Requirements
A thesis may emerge from the process strengthened, materially modified, referred for additional evidence or judged insufficiently supported.
The objective is not to manufacture consensus.
The objective is to improve the quality of institutional decision-making through independent professional challenge and documented evidence.
30-Day Review Cycle
The standard PAAG Thesis Challenge cycle is designed to be completed within approximately 30 days.
Early-stage activities will include panel constitution, expertise matching, randomized allocation, independence and conflict declarations, and distribution of the frozen thesis package.
The first virtual meeting will establish the review methodology, responsibilities, evidence standards and key questions.
Experts will then receive approximately one week for independent evaluation and completion of their objective scorecards.
The second virtual panel meeting, arranged by the Panel Chair within the prescribed timetable, will compare findings and compile the panel's aggregate scorecard and conclusion statement.
Signed individual scorecards, the aggregate panel scorecard, conclusion statement and documented dissent will subsequently be submitted to PAAG and preserved within the formal evaluation record.
Expression of Interest
Qualified experts interested in participating in the PAAG Global Independent Thesis Challenge Process are invited to submit a brief expression of interest describing their professional background and principal area or areas of expertise.
Selected participants will receive the applicable thesis package, Panel Charter, evaluation instructions, objective scorecard, confidentiality and conflict requirements, assigned panel number and meeting timetable before participation begins.
