Membership
Free to Join. Contracted to Deliver.
Membership is free. No joining fee, annual subscription, dues or compulsory member paid-in capital is modelled. Paid obligations arise only through approved contracts for services, supplies, reserved capacity or financing obligations you expressly accept.
Eligibility
Who May Join?
Eligible participants include public and private scheduled, domestic, regional, cargo and specialist operators. Associate arrangements can cover airports, logistics and training institutions.
- Public and private scheduled airlines
- Domestic and regional operators
- Cargo carriers and specialist providers
- Airport authorities and logistics institutions
- Training institutions (associate arrangements)
- National aviation authorities (observer status)
The final charter must define admission, voting, conduct, suspension and withdrawal. A prospective member should nominate a focal point, submit a needs profile and review the charter before separate service or financing commitments.
Airline Independence
You Keep Your Business
Membership does not transfer an airline, aircraft, route rights, licences or operational responsibility to PAAC or PAAG. Airlines retain their businesses and commercial decisions.
Integration is optional and contractual: interline services, distribution, purchasing, cargo or management mandates need defined scope, fees, data permissions, performance, liability and continuity.
Countries considering new carriers
Require separate mandates and independently viable operator plans. PAAC membership does not guarantee a carrier. A country or route still needs its own commercial case.

- Guaranteed loan approval or financing entitlement
- Compulsory maintenance or training entitlement
- Guarantee liability for other members' obligations
- Transfer of airline ownership, routes or licences
- Authority to set fares or routes on behalf of members
