Capabilities
One Ecosystem. Twelve Capabilities.
A multi-hub platform serving African operators and global customers — combining partner delivery at launch with selective, demand-backed shared assets later. The scope defines the eventual ecosystem, not twelve completed facilities at inception.
Delivery Model
Partner-Led at Launch. Asset-Backed at Scale.
Initial priorities are services existing qualified partners can deliver under executable contracts: purchasing, supplies, technical coordination, training, paid integration, cargo mandates and finance preparation.
Each vertical needs a distinct customer, revenue definition, delivery cost, cash cycle and accountable lead. The board ranks services by urgency, readiness, margin and capital intensity. Ownership of assets follows evidence rather than precedes it.
Global Reach
The mature base scenario adds global service revenue equal to 25% of African service revenue, or 20% of combined sales. MRO, training, supplies and digital capabilities can serve international customers only after approvals, capacity, quality and competitive pricing are proven.

Demand-backed shared assets
Network
Integration mandates, feeder coordination and viable connections.
PAAC coordinates network integration mandates, feeder route agreements and viable connection economics between member airlines. The goal is multi-hub connectivity across Africa, enabling passengers to travel seamlessly between markets that currently lack direct services.
Fleet
Lease sourcing, administration and fleet support mandates.
Fleet services cover lease sourcing, administration and fleet support mandates for member airlines. Coordinated procurement reduces unit costs and improves availability. Fleet planning support helps members match capacity to demand without over-committing capital.
MRO
Qualified maintenance through certified partners; later approved shared facilities.
Maintenance, Repair and Overhaul services are delivered through qualified certified partners at launch. Later phases may include approved shared MRO facilities where demand, engineering, equity, return and financing tests are satisfied. Safety standards are non-negotiable.
Cargo
Logistics, handling, warehousing and coordinated cargo services.
Cargo services encompass logistics coordination, ground handling, warehousing and coordinated cargo mandates across member networks. African cargo markets are significantly underserved relative to global benchmarks, representing a material revenue opportunity.
Connect
Distribution, enterprise modules and single-ticket integration.
Connect provides digital distribution infrastructure, enterprise booking modules and single-ticket integration between member airlines. Participation is optional and contractual. Settlement accuracy, incremental bookings and viable connection economics are the measurable outcomes.
Academy
Accredited training, qualified instructors and simulator capacity.
The Academy vertical delivers accredited training programmes, qualified instructors and simulator capacity to member airlines and national aviation authorities. Africa faces a significant shortage of trained aviation professionals; shared training infrastructure addresses this at scale.
Infrastructure
Contracted airport, hub and concession services.
Infrastructure services cover contracted airport operations, hub development and concession services. PAAC does not own airports but can hold management mandates, concession agreements and development contracts on behalf of member states and operators.
National Development
Country and airline development mandates.
National aviation development mandates are tailored to sovereign priorities. PAAC can support countries in developing aviation policy, carrier feasibility studies, regulatory frameworks and investment cases — without assuming operational responsibility.
Supplies
Parts, aviation supplies and coordinated procurement.
The Supplies vertical coordinates parts procurement, aviation consumables and critical supply chain management across the consortium. Consolidated purchasing volumes improve pricing, availability and warranty terms for all members.
SPV Architecture
Project structuring and external administration services.
Special Purpose Vehicle architecture services provide project structuring, external administration and transaction management for complex consortium investments. This enables members to participate in shared assets without direct balance sheet exposure.
Sustainability
Contracted energy and sustainable infrastructure services.
Sustainability services cover contracted renewable energy, sustainable aviation fuel coordination and green infrastructure services. African aviation's growth trajectory creates an opportunity to build sustainability into the ecosystem from inception.
Finance
Financing preparation and earned transaction fees.
Finance services prepare complete lender dossiers, coordinate financing applications and earn transaction fees on successful closings. PAAC does not lend money but facilitates access to development finance, commercial lending and blended finance structures.
The twelve verticals define the eventual ecosystem, not twelve completed facilities at inception. Each vertical requires a distinct customer, revenue definition, delivery cost, cash cycle and accountable lead before investment is approved.
