About PAAC
Mission, Vision & Governance
PAAC is the proposed Pan-African Aviation Consortium — an open platform for airlines, states and aviation service partners. Its mission is to enable commercially sustainable national aviation capabilities and, where justified, profitable national carriers within a world-class African ecosystem.
Mission
Commercially Sustainable African Aviation
Shared capabilities address fragmented purchasing, uneven technical access and weak integration across the continent. A country or route still needs its own commercial case — membership does not guarantee a carrier.
The first business uses qualified partners to test paid demand before major facilities are built. Stakeholders should identify a specific service problem, current cost and measurable improvement.
Impact requires measured baselines for quality, cost, skills and connectivity. Project years begin after preparation and funded launch.
Why Open Membership?
Broader demand
Open membership broadens potential demand across public and private airlines, regional and domestic operators, cargo carriers and specialist providers.
Flexible participation
Commercial services can be selected by demand rather than requiring each country to launch an airline or buy identical assets.
Coalition building
Ten countries can form an initial coalition without restricting later participation from any eligible operator.
Transparent eligibility
Separate voting arrangements, fair capacity allocation and service-specific contracts ensure equitable access for all members.
The Vision
A Fifteen-Year Pathway
The vision combines multi-hub connectivity, cargo logistics, reliable MRO, accredited training, critical supplies and digital integration — with African services competing globally.

Conflicts Register
Interested parties do not approve their own compensation. All related compensation disclosed.
Audit & Oversight
Independent audit, risk, investment and technical oversight with reserved matters and delegated authority.
Regulatory Respect
Donors, lenders and regulators retain their actual approval rights. Safety lead has direct board access.
Transparent Reporting
Material decisions require recorded minutes. Representation, independence, quorum and dispute procedures agreed before obligations arise.
PAAG's Role
Vision Sponsor & Proposed Management Provider
PAAG is the founding vision sponsor and proposed contracted strategic management provider. It originates the architecture, convenes partners and coordinates development, financing and agreed specialist services.
The PAAC CEO remains accountable to the independent board. Historical founder attribution does not create unlimited control. Contractual deliverables, authority limits, reporting, IP rights and economic participation are documented separately.
The model assumes a management fee of 2% of recognised shared-service revenue — not an executed entitlement. A disinterested committee benchmarks scope, staffing and stressed affordability before approval.
Ready to Participate?
Founding members can shape service priorities, standards and fair capacity allocation before major investments are committed.
